in the framework of the project “Strengthening the Corruption Network in the Kyrgyz Republic”, implemented by our institute, with the financial support of the Democratic Commission of the US Embassy, ​​monitoring of the transparency of state bodies and local self -government bodies was carried out. The main goal of monitoring was to assist state bodies in identifying violations of legislation and deficiencies in ensuring budget transparency. Monitoring was carried out by graduates of the online school of budget transparency and transparency of public procurement, based on open data and data obtained during the request from state bodies. Monitoring revealed significant difficulties in access to open and full Information of the budget of state bodies and local governments. State bodies and local governments showed low activity in the provision of budget data, thereby ensuring a sufficient level of openness and transparency, which complicated the possibility of analysis. It should be noted that even if the local government has all the budget documents prepared at a high professional level, but at the same time, citizens are not released and inaccessible, it may mean the lack of transpareness and means the absence Accounting. While precisely transparency and accountability are the main mechanisms of corruption prevention. The difficulty of conducting analysis was due to systemic problems in the provision of budget information, the lack of complete and reliable information, the fragmentation of information, limited access to citizens to information and, accordingly, the lack of control by the public. Singleous state bodies and local authorities do not provide information about the civil budget on the official sites of Gorkenesh, and on the portal “Civil budget”. Violations of legislation, possible financial violations and ineffective use of budget funds in the regions have been identified. The heads of state bodies sent official letters for consideration and adoption of the appropriate measures. Monitoring showed that online portals of open data on the sites of state bodies are difficult to perceive and understand the public. The results of monitoring emphasized the importance of further improvement of the system for ensuring the transparency of the budget of state bodies in order to increase the transparency and efficiency of the budget process and prevent corruption, as well as the need to present information and ensure transparency on the example of the republican budget and post the relevant information on the website of the Ministry of Finance.
