Jaroslavs Strelcenoks holds a Doctor of Social Sciences degree in Law (PhD). The topic of his doctoral dissertation is “The problem of legal regulation of artificial intelligence in resolving conflicts of interest in the public sector.”
He has over 22 years of professional experience in the field of coordination of anti-corruption activities, development policy of anti-corruption activities, reform of institutional structures and policies in the field of anti-corruption policy, coordination of anti-corruption policy and public administration. From 2003 to 2016, he worked in the Corruption Prevention and Combating Bureau (KNAB) of Latvia and from 2011 to 2016 held the position of Director of the Corruption Prevention and Combating Bureau (KNAB).
In addition to his work in Latvia, he advises governments, state and municipal institutions on reforming and modernizing public administration in the field of combating corruption, developing and implementing anti-corruption strategies and programs, as well as measures to develop anti-corruption policies, create a favorable business environment and reduce corruption risks.
Dr. Strelcenoks has extensive experience in projects covering various levels of governance in Eastern European and Central Asian countries.
His professional knowledge and ability to organize work in the Anti-Corruption Bureau of Latvia (KNAB) helped Latvia from 2011 to 2016 improve its Corruption Perceptions Index from 42 to 57 points (+15) and rise from 61st place to 40th place (+21).
Dr. Strelcenoks has extensive professional experience in international projects of the EU, Council of Europe, OSCE, OECD, UN in such countries as Armenia, Kazakhstan, Kosovo*, Kyrgyzstan, Morocco, Moldova, Russian Federation, Ukraine, Uzbekistan, Tajikistan and Turkmenistan.
Dr. Strelcenoks is the author of publications on preventing corruption and conflicts of interest, the book "Prohibitions and Restrictions for Civil Servants in Schemes," as well as publications on the use of AI in preventing corruption and conflicts of interest.
Dr. Strelcenoks teaching activities were carried out for students and public officials at the Turiba University (Latvia), Baltic International Academy (Latvia), the Stockholm School of Economics, Academy of Public Administration under the President of the Kyrgyz Republic, Academy of Public Administration under the President of the Republic of Kazakhstan, Academy of Public Administration under the President of the Republic of Tajikistan and Law Enforcement Academy of the Republic of Uzbekistan etc.
